Santo Domingo. -With the entry into force of the Law of Mobility, Land Transport and Transit in the Dominican Republic will be eliminated Technical Office (OTTT), the General Directorate of Land Transit (DGTT), the Council for the Administration and Regulation of Taxis (CART), Pension and Retirement Fund for Public Transport Drivers, and the Land Transport Development Fund (Fondet).
The Metropolitan Transportation Authority (Amet) and the Metropolitan Transport Authority of Santiago (Ametrasan) will be merged and the General Direction of Traffic Safety and Ground Transportation (Digesett) will be created.
This entity will be responsible for supervising, punishing infractions and controlling the transportation of passengers and cargo and road safety, a unit of the National Police.
Likewise, limits are established for passengers in public cars and motorbikes.
In addition, it leaves to the free supply and demand the contracting of services for the transport of cargo, and recognizes the existence of provision of taxi services through the technological platforms.
The created Intrant Institute will be the national, sectoral, decentralized governing body of the State, with legal personality, administrative, financial and technical autonomy.
This will be assigned to the Ministry of Public Works, and will be responsible for complying with and enforcing the laws of transit and land transportation in the country.
Intrant will inspect public passenger transport units and determine the parts and system with which they will be checked, as well as the periodicity of the review and its procedure. The fines imposed on drivers for infractions will be distributed: 75% to the Attorney General and 25% to Intrant.
This 25% will be destined to the transformation of the system and education of the agents that will work in the supervision and enforcement of the law.
Drivers who violate the law will be punished with fines ranging from a minimum wage to 20, those who cause unfortunate accidents liable to cancel the driver's license from one to five years or reduce points for incurring in Violations.
The offender shall have a period of 30 days to pay the fine or to challenge the violation in a transit court.
Limits use of vehicles
Public transportation vehicles according to seniority: light vehicles, up to four passengers, fifteen years; Minibuses, from five to 20 passengers, 17 years; Minibuses from 21 to 36 passengers, 20 years; Buses, from 37 passengers onwards, 25 years; Heavy goods vehicles, 30 years, and motorcycles of a passenger, ten years.
Vehicles may only carry passengers in accordance with the capacity indicated by the manufacturer and it is forbidden to place additional seats.
Children up to 12 years of age shall be transported in the rear seats of the vehicle, except in the case of van-type vehicles in a cabin.
For the school transportation will have to renew the license of operation at the beginning of each school year, in addition to the driver to pass a medical and psychological examination. The engines will be used by two people, including the driver. It restricts its use for young children.
Persons engaged in "motoconcho", will have to use the number of the plaque in a retro-reflective vest, helmet, and driver's license approved by the Intrant.
Guarantees for the passenger
Drivers of urban and interurban passenger transport will not be able to board passengers who are not at the stops established by the authorities.
